(Women’s Entrepreneurship, Leadership, and Skills Advancement)
Overview
Pakistan’s future depends on the empowerment of its women, who make up nearly 50% of the population. Yet, the absence of cohesive policies and targeted opportunities continues to limit their participation in financial, professional, and social progress.
The Women’s Entrepreneurship, Leadership, and Skills Advancement (WELSA) project is SSF’s flagship initiative to unlock the transformative potential of women in their own communities. After its successful launch in Azad Jammu & Kashmir, WELSA is now expanding to Khyber Pakhtunkhwa at Aalamabad (Rashid Memorial Welfare Organization’s second project in Nabi Village, KPK).
The Problem
- Lack of cohesive policies and concerted efforts to empower half of Pakistan’s population.
- High levels of unemployment among women due to limited access to entrepreneurial, leadership, and skills development opportunities tailored to their needs.
- Exclusion from financial opportunities, largely because of low financial literacy and inadequate training in financial management.
- Weak or non-existent support structures for women embarking on entrepreneurial journeys.
- Entrepreneurship, leadership, and skills training designed specifically for women.
- Financial literacy and management sessions to enable women’s inclusion in financial opportunities.
- Establishment of WELSA Incubators – community-based support structures and training hubs. These incubators will serve as replicable models nationwide, fostering sustainable women-led enterprises and leadership.

Policy & Global Alignment
National Commitments Constitution of Pakistan, Article 25: All citizens are equal before the law; no discrimination based on sex; and the State may take special measures for women and children.
